Import nuclets automatically at server start

From Nuclos 4.2024.23, Nuclos automatically imports nuclets from the folder <nuclos-home>/data/nucletimport on server start.

Import only if the checksum differs from the already imported version.
Nuclets may be placed as a folder – they are automatically zipped for import.
Schema constraints are dropped/rebuilt only once each (like the REST import); otherwise the import behaves like via the GUI.
The server automatically enters maintenance mode for the import and leaves it afterwards (if started in maintenance mode, it stays there).
From 4.2024.31: import in alphabetical order; the installer creates the nucletimport folder automatically.
