The user admin flag lets you delegate user management without granting super user rights.
Behaviour
- A user admin always has full access to the user screen.
- Without an additional super user flag, all other permission concepts apply normally (module/master data/state model rights, attribute masking, etc.).
- If a user removes their super user flag and keeps only user admin, all menu items except the user screen disappear.

User admin without super user: only the user screen remains.
